I’m pretty sure it started in the 70s, maybe even the 60s. Exactly who started it is hard to say. It’s a very punk/anti-establishment effect that was more based on printing errors than an intentional design decision.

Hi, i’m just curious on which designer started the style of overprint, Its rather trendy nowadays and i’ve always been wondering about the backstory behind overprints. It must have a solution to some design problem but seems like nowadays its used to look cool than a way to solve a design problem. Maybe you could provide an insight.
